List contact segments (audience picker)
Read-only audience picker used by the Create / Edit Campaign flow when the user chooses audience_type=SEGMENTS. Hyphenated route avoids collision with /campaigns/:id.
When channel_type is supplied, segments with zero matching contacts on that channel brand are dropped (mirrors the dashboard's behaviour) — a hurried agent can't pick an Active Customers segment that has nobody on the chosen WhatsApp inbox.

Read-only audience picker for audience_type=RECIPIENT_LIST. Read-only in v1 — mobile selects from existing COMPLETED lists; upload still happens only via the dashboard.
Defaults the status filter to COMPLETED so the picker never offers a half-validated list. Pass ?status=ALL for the explicit admin escape hatch.
